Objective
The HSMP programme is improving the health status of the Syrian population through improved equity, efficiency and quality of the health system. With a focus on primary and secondary health care facilities, it is strengthening their performance and quality. Additional funds will support health facilities and resources currently under severe pressure due to the
large number of Iraqi refugees.

Programme Description
The HSMP is an ambitious programme covering various areas, including the following:
1. Stewardship of the Ministry of Health: strengthening its capacities in health policy,
planning, regulation and legislation (including classification of health laws), technical support to the Department of Health and setting up quality management and accreditation systems
2. Capacity building for current and future health system leaders: establishing the Centre of Strategic Health Studies, which offers three Masters degrees in 1) Health Systems Management, 2) Health Systems Management with a specialisation in Hospital Management, and 3) Public Heath, as well as research and consultancy activities.
3. Development of the health financing system and of statistical and financial data.
4. Modernisation of primary and secondary health care facilities: upgrading 60 Primary Health Care Centres in Daraa and Lattakia, and equipment of 50 Primary Health Care Centres and 11 national hospitals in areas affected by a large influx of Iraqi refugees.
